а для "людей знающих анГлиЦкие языки" могу рассказать. что для заключения договоров и грантов ДОСТАТОЧНО подписей на договорах, даже по факсу (теперь и в России, не говоря о том, что на западе эта практика с 70-х вроде как или когда там факс изобрели?:)) ... Для бухгалтерий достаточно того, что вы (партнеры или грантополучатель и грантодатель) доверяете друг другу и подтверждаете это своими подписями. Все остальные расчеты в банках ведутся посредством электронных ключей к банковским счетам и подтверждаются непосредственно при отправке и получении суммы...

Причем на сайте фонда пономаревского есть рассказ о том, что они получают гранты именно с фонда МакАртура... засвет полный — ведь пиндосам по барабану проблемы и отчеты они публикуют открыто!
даже самому тупому выпускнику кибуца надо учиться складывать два и два и знать, что в результате никак не получится 6 миллионов — даже если это очень захотеть!

Тот же Ковалёв, вояжируя в Чечню Масхадова — ни разу не обеспокоился судьбой русских военнопленных.
Так что применение слова "правозащитники" к этой публике — чистейшей воды эвфемизм.
